Sent second request 15th Oct by first class mail. Phoned to follow up. Reassured that absentee ballot was being sent for three days in a row. Dept. employee found that no applications were claimed to be recieved. Sent third request Oct. 26 sent by express registered mail. Confirmed receipt by D. Myers. Voter never received ballot. Called 11/02/04 and county claims never to have receieved application.
	051014	11/03/04, 8:22 AM PST	Other ballot-related problem	Rutland, Rutland County, Vermont	Voter registered by mail but town had no record of registration.
